Ms. Kirk. Well, MADD has a very strong opinion on that, that Eart of the problem is availability. We passed the 21 drinking age ill, but it is not uniform on consumption, possession, and sales throughout the United States. But availabilitv has something to do with it. They know that the alcohol is available.
We need to do more on those who try to purchase alcohol, and that is why I think the .02 use-and-lose laws are effective.
