Madam Chairwoman, thank you for inviting me to testify before this subcommittee regarding the activities of the Motor Vehicle Titling, Registration, and Salvage Advisory Commit- tee. As chairman of the committee, I was just 1 of 27 members and therefore I am not here to give you my personal views but to pro- vide you with information concerning how the committee func- tioned, the issues facing the committee and how its members at- tempted to resolve them. As you know, the Anti-Car Theft Act of ...1992 required the Sec- retary of Transportation, working with the Attorney General, to es- tablish a task force to study problems relating to motor vehicle ti- tling, registration and controls over motor vehicle salvage which may affect the motor vehicle theft problem. This study was to in- clude an examination of a lack of uniformity in applicable State laws. The task force was directed to consider the adoption of brands on all titles indicating the vehicle was previously issued a title brand signifying rebuilt, reconstructed or flood, and to submit a report containing the results of the study and the recommendations nec- essary to prevent the disposition of stolen vehicles, stolen parts and insurance and other fraud.
