When the desire for improvement manifested itself it did not take the form of changing lines, but of widening streets, but comparatively few movements of that kind were inaugurated, and only one was carried out during the Sixties. The nec- essary permission to increase the width of Kearny street was obtained from the legislature of 1865-66, and the legal methods of assessing the beneficiaries and compensating the injured property holders were prescribed.
