" Such being the state of feeling in Canada in regard to matters of trade, the address of the Parliament to the Queen, praying that the prospective changes in the laws regulating, the admission of foreign grain into the British markets might be made with some reference to their needs, came as a natural consequence. This address also contained a spe- cific request for the opening of negotiations with the United States for the admission of the products of either country into the ports of the othe...r upon equal terms. This address, made on May 12, 1846, received a favorable answer on June 3. 1846. And thus became the first direct step in the negotia- tion of the reciprocity treaty. Accordingly, in December, 1846, the British minister, Mr. Pakenham, acting under instructions, communicated with the Secretary of the Treasury, Robert J. Walker, upon the subject. The United States government proved to be favorably disposed to the proposition for freer trade with Canada, and upon consultation it was decided to proceed 60 SELECTED ARTICLES by means of concurrent legislation by the United States and Canada.
