...ork; but a set of picked men, each skilled in a particular line of work.
The agency has about 225,000 men on its lists in different trades throughout the United States. The handling of such an army of workmen and their proper placing at times of need re- quires system.
Candidates, in order to get their names on the list, must pass a rigorous examination as to character and physical and professional fitness. A corps of twenty-three men is detailed to examine candidates. When a strike is impending or has been declared, this agency is notified by the employers, and it con- tracts to supply a sufficient number of skilled men to take the place of the strikers, and then selects its men, each of whom must sign an agreement to keep at work on the new job at least thirty days.
