... always contain an element of error, and this is especially true of the only data available for the early decades of our national existence. Prior to 182 1 imports admitted free of duty were not reported at all, and those subject to specific duties were reported by quantity, not value ; moreover, such values as were recorded were reckoned arbitrarily at 10 or 20 per cent above the cost of the articles at their port of origin, to allow for the value gained in transportation, i.
