Except as otherwise provided by this charter, 1- every officer collecting or receiving any moneys belonging to 13 or for the use of the city shall pay the same to the treasurer 14 accompanied by the auditor's certificate therefor on or before 15 the first Monday of each month, or at more frequent inter- 16 vals as may be directed by the commission.
17 SEC. 134a. The commission may by ordinance change the 18 time fixed in this charter for the performance by any officer of any duty in connection ...with the assessment of property for 20 taxation, the equalization of the tax roll, the determination of 21 a rate of taxation and the levying of tax thereon, or the fur- nishing of reports relative to any of said matters, except that 23 the assessment must be complete not later than June 30th of 24 each year.
ARTICLE XIX.
CONTRACTS.
27 SEC. 135. The city of Alhambra shall not be and is not 28 bound by any contract (except such a contract as is authorized 29 by this charter to be made in behalf of the city by a board or 30 officer of the city) unless the commission shall have first caused 31 notice to be published for not less than five days in a daily .
