Everyone stands stunned, in horror, as Charles walks up the stairs like a modern day Nero.
At just that moment Juan and Ruth are in a helicopter coming into Washington and they see the flash and the tell-tale mushroom cloud rising in the distance.
"My God what has happened," Juan gasps.
"Charles has launched six nukes. When Trip Wagner tried to arrest him he did this as a warning and threatened to do more, if Trip and Ian don’t back off." Ruth explains.
