The crime of Sara- yevo, like the annexation of Bosnia-Hertzegovina, the creation of an independent Albania, and the encourage- ment afforded to Bulgaria in 1913, had been made a servant of the Pan-German scheme to establish Austria on the iEgean and Germany on the Persian Gulf.
