This affords me the highest sat- isfaction, for as these counties are by far the most populous part of the Province, I consider I have the means in my own hands to maintain the sovereignty of this country to my royal master in all events.' It is scarcely possible that Gov- ernor Martin can have been wholly a deluded man.
