The result was a rather unwieldy 39-member, racially mixed but predominantly white committee, which the students viewed as "Do-Gooders-of-the-Establishment"; the chancellor and the trustees viewed it as ineffectual; and the Reagan administration viewed it as an arm of Democratic Mayor Alioto.
