We place telescopes on sur- veying instruments and on the rifles of sharpshooters; why not on the rifled siege gun, the ammunition of which is too expensive, too heavj^ and of too much importance in the campaign, to be wasted? Rifled artillery of the larger cal- ibres can never accomplish what it ought until this matter receives attention.
