It should be added, that he was warmly in favor of that part of Hamilton's plan, which proposed the funding of the debts of the States with the foreign debt, a proposition which had been rejected in the other house ; and he pressed this matter with so much vigor that the Senate finally agreed, by a small majority, to unite such portion of State debts as should be assumed. In the general funding bill, and so consolidate the whole in one system.^ Mr.
