The regu- lators, in my opinion, realize that loans guaranteed by the Small Business Administration do not have the same degree of risk as loans that would be entirely made by a bank. However, a bank has a fiduciary responsibility to the Small Business Administration since we are using taxpayers' money through the Small Business Administration.
