I have been in banking for 38 years, and I started two banks re- cently, one of which is Commonwealth State Bank in Newtown in Bucks County, which is 6 years old, and the other is First Capital Bank York below Harrisburg, which is 5 years old. Since I spent all of Friday morning at the King of Prussia office of Small Business Administration, I would like to get right to that.... Let me address the LowDoc Program first. Yes, I think this is defi- nitely a step in the right direction. Mr. Chairman, I want to make a comment, however. The regu- lators, in my opinion, realize that loans guaranteed by the Small Business Administration do not have the same degree of risk as loans that would be entirely made by a bank. However, a bank has a fiduciary responsibility to the Small Business Administration since we are using taxpayers' money through the Small Business Administration.
