We shall get at the principles on which our political structure rests, by referring to the written constitution of government which went into operation in 1789. Upon those principles the government was erected and has been administered during the century which has elapsed, seeming to suit the people as well now as when adopted. Every one who has shared in governmental action since its adoption has done so upon the basis of this funda- mental law, and so long as the present law is in force, ther...e is no other legal basis. It is therefore proper to refer to the Constitution of the United States as con- taining the principles upon which politics rest. The Constitution, in turn, rests upon its preamble, or enacting clause, which reads : " We the people . . . do ordain and establish this Constitution for the United States of America.*' This legal enactment expressly states that the source of fk)litical authority is in the peo- ple ; and while this means the organic people, rather than any number of individuals, it remains true that the will of the organism must find its expression through the majority.
