Equality before the law and in the struggles for 140 SOCIAL EVOLUTION existence is the only equality consistent with political freedom, and this much is the moral aim of all political and social progress. Men are un- equally gifted, and ever will be. It is useless to seek for equality in this direction, for inequality is not merely a natural phenomenon innate in man, but it is one of the main conditions of human progress.
