Already it has been ordered (by General Hertzog, who is Minister of Justice) that summonses shall be issued in both languages. Already the Minister who has charge of the post offices has stated that " no man will ...be appointed unless he is familiar with both languages. . . All men in the post or telegraph service must be bihngual. " Already in many places tramway tickets are being printed in both English and Dutch, a quite unnecessary expense. It was even proposed in the Pretoria Town Council that all the municipal officials must speak both tongues, and the deputy mayor strongly supported it. In fact, the idea is to close, as far as possible, both the Civil Service and all public appointments against any but the Dutch.
