All men in the post or telegraph service must be bihngual. " Already in many places tramway tickets are being printed in both English and Dutch, a quite unnecessary expense. It was even proposed in the Pretoria Town Council that all the municipal officials must speak both tongues, and the deputy mayor strongly supported it. In fact, the idea is to close, as far as possible, both the Civil Service and all public appointments against any but the Dutch.
