In view of the findings, it would appear clear that the Castle Square area cannot be rehabili- tated. To insure that people in the area would have facts and not rumors, it was agreed that the BRA staff, in consultation with the South End Associates, would prepare and distribute a newsletter outlining the major findings of the surveys.
