Even now the opponents of annexation in the Senate have introduced a resolution declaring that the exercise of control over the Hawaiian Islands by any other government would be deemed an act unfriendly to the United States. This is extending the Monroe doctrine to the Hawaiian Republic. It is a declaration that those islands belong to this con- tinent, and that their possession by a foreign power would be dangerous to our peace and safety.
