Never was a political contrivance more perfect; and if it can be sustained, the act incorporating the Bank should be changed in its title, and should be called an act to place tbe revenues of the United States in the power and keeping of the President of the United States; and Congress will, by a deliberate act, have given up its most important con- stitutional right and duty, the control and disposition of the public funds.
