The people of Missouri would only have eluded the effects of the perfidy of those who would have violated a solemn treaty. It has seemed to some that as Ohio was required to form a constitution agreeing- with the ordinance of Con- gress of 1787, which excluded slavery from the territory north-west of the Ohio river, therefore Missouri may be likewise required to exclude slavery by her constitution. Whatever be the effect of the ordinance of 1787, it has no application to Missouri. But I contend... that Ohio is not bound by the ordinance ; that she is at liberty to de- cide as she pleases the question, whether she will or will not exclude slavery. Let us examine this claim set up on the part of the old Congress of a power to bind the people of the country north-west of Ohio, and their descendants fore- ver, by a law not repealable by any legislature whatever, present, or to come ; a lav which neither a convention of the people of Ohio, nor this Congress, nor any future convention or Congress, can repeal ; a law immutable and eternal.
