But does it follow that States are wrenched from the Union because usurpers hold a dis- puted, tottering power within their territorial limits ? — States every day recognized as States in the Union — States whose constitutional laws, archives, loyal citizens, public edifices, lands, rights, aud properties of all sorts, are re- cognized and held sacred, not only in the hearts of loyal patriots, C)f this and every other civilized country, but whicli the Government of the nation recognises as form- ing a member of it in every ofiicial act, and by every ofl&- cer at home and abroad who, has occasion to refer to them ?
