It condemns in strong terms the organization of marauding expeditions in any of the States to attack the people or the institutions of neigh- boring States, (a thing which the Ohio Legislature had so recently refused to declare unlawful ;) and in its whole tone and temper counsels, peace and mutual respect of each other's rights between States, instead of the mainte- nance of a continual and irrepressible conflict.
