This rate is recognized by Lord Dalhousie's rule of 1855, by the Court of Director's despatch of 1856, and by Sir Charles Wood's despatch of 1864. This rate is heavy enough in all conscience, but let us at least religiously and conscientiously adhere to this rule, and not seek to evade or exceed it.
