] As I have already said, there came with the close of hostilities the final settlement of the questions of seces- sion, slavery, and the political rights of the negro. Unless I entirely mistake the sentiments of the grand Army of the Potomac, there was scarcely one man in it who did not feel that the work of war was done when the last enemy laid down his arms and gave ample guarantees for the future.
