Either one of them may examine on oath the trustees or any officers or agents of a bank. If upon examination a bank appears to be in- solvent or not to have complied with the law, or to be con- ducting a business dangerous to the public, the bank com- missioner notifies the governor, who may, if he deems it proper after advising with the attorney-general, bring suit against the bank.
