And be it further enacled by the authority aforefaid, That the ^ It) ^ ftfn' Mayor, Recorder, Aldermen and Common Council-men, in Common '/' **■*?-«" ** '• Council affembled, fhall have full power and authority to make, ordain, t jf*}f~ f t Conftitute and eftablillifuch, and fa many laws, ordinances, regulations and conflitutions, (provided the fame fhall not be repugnant to the laws and conflitution of this commonwealth) as fhall be neceffary or con- venient for the government and welfare ...of the faid city ; and the fame to enforce, put in ufe and execution, by the proper officers ; and at their pleafure to revoke, alter and make anew, as occafion may require: And in order that a knowledge of the faid laws, ordinances, regulations and conflitutions, may at all times be had and obtained, // is hereby further enacled and declared by the authority aforefaid, That fuch and fo many of //> / , / them as fhall not be publifhed in or more of the public f\J? rfZ news-papers publifhed in the faid city, within days from 7} y^j and after their being feverally pafTed, ordained and eftablifhed, and alfo recorded in the office within days from and after their being fo as aforefaid pafTed, ordained and eftablifhed, fhall be null and void : And in order that the publications thereof may, at all times, be known and afcer- tained, // is further enacled and declared by the authority aforefaid, That before any of the faid laws, ordinances, regulations or conflitutions fhall be fo as aforefaid recorded, the publications thereof refpectively, with the times thereof, fhall be proved by the oath or folemn affirma- tion of fome credible perfon ; which faid oath or affirmation fhall be alfo recorded, and, at all times, be deemed and taken as fufficient evidence of the time of fuch publication.
