The Barbary States had for a long timecoerced the payment of tribute from all nations whose ships frequented theMediterranean. To the last demand of such payment made by them the UnitedStates, although suffering less by their depredations than many othernations, returned the explicit answer that we preferred war to tribute, andthus opened the way to the relief of the commerce of the world from anignominious tax, so long submitted to by the more powerful nations ofEurope. Each was in its origin nothing but a taxon a common natural right, extorted by those who were at that time able toobstruct the free and secure enjoyment of it, but who no longer possessthat power. Denmark, while resisting our assertion of the freedom of the Baltic Soundand Belts, has indicated a readiness to make some new arrangement on thesubject, and has invited the governments interested, including the UnitedStates, to be represented in a convention to assemble for the purpose ofreceiving and considering a proposition which she intends to submit for thecapitalization of the Sound dues and the distribution of the sum to be paidas commutation among the governments according to the respectiveproportions of their maritime commerce to and from the Baltic.
