The railroads are favorably disposed toward it, because its members are experts who are familiar with the technique of railroad matters, and who are far more likely to do them justice than a slowly-moving and poorly- informed state... legislature, and because, further, every' single judicial act of the commission is appealable to the Virginia Supreme Court (which is not true of proceedings in any other court of the state) . The general public is heartily in favor of its work, for it knows that shippers are now pro- tected as well as can be expected against railroad oppression.
