The first day was devoted to discussing and adopting a national constitution. It was decided to have a monthly paper devoted to the interests of the move- ment ; to issue five pamphlets in English and three in Chinese ; and to hold a national con- vention, and, from time to time, sectional conferences. Mr. Lyon was chosen general secretary of the national committee.
