In order to insure the complete filling of the voids and making as solid a mass as possible, it is best to specify an amount of mortar, about ten per cent in excess of actual voids, as perfect work is very seldom attainable in prac- tice. The exact composition of the mortar is important. The char- acter of the work must determine the strength required for the concrete. Eecognizing, then, that a concrete cannot be stronger than its mortar, the proportions of the concrete and sand can be decided ...upon. For a good concrete, stone should be hard, tough, and of such a texture as to permit of strong cohesion between the mortar and the different fragments. But it would not be allowable, or good engineering, to go to great expense to provide a stone that would be appreciably stronger than the mortar matrix. The ideal concrete would have its stone and mortar of equal strength, so that when broken the fracture will extend through mortar and stone alike. Clean gravel and gravel mixed with broken stone have been used with great success.
