It was not possible to compare the study group to all babies born in 1986 who were covered by Medicaid (3031 infants). Such a comparison would have involved identifying all 3031 infants and their mothers by name which would have taken an enormous amount of time and effort by a limited number of staff persons working on the study. It would have also involved a great deal of time spent by county staff.
