The trustees of Bellevue and Allied Hospitals, or the commissioner of public charities of New York City or of Albany county, must see that proceedings are taken to determine the mental condition of any person from their locality who is reported insane and when necessary that his commitment to an institution for the insane is secured; provided that the report is made by one with whom the alleged person lives, or a near relative or a licensed physician or a peace officer or by a representative of... an incorporated charitable society. When it is reported to the above authorities that an appar- ently insane person resides within their respective boroughs, they must send a nurse or a medical examiner in lunacy, attached to the psychopathic ward of their institution to see the alleged insane person. If, in the judgment of the chief resident alienist of the respective psychopathic wards or of the medical examiners, the person needs immediate care and treatment or should be placed under observation, he must be removed to the psychopathic ward, ' for not over ten days, due notice being given his relatives.
