How would you arrive at that? I have no idea how EPA does it. I don't know how they deter- mine that you would pay $10, 000 and that two jars of glue is worth $22, 000. I don't know how they do it.
Mr. Cooper. It seems to be the path of least resistance. If you can get the money, you go after it. Mr. Jackson obviously had $10, 000 somewhere, and they must have known it, and they are coming after him.
