What is your best example or worst example of a building where the occupancy has not been managed in the way that you think it should have been?
Ms. Stasch. I don't have a specific example. I'm referring to a GAO report of some time ago which talked about vacant space which, first of all, we did not have a handle on. So I'm assuming that if that had been identified in one or two instances, there are probably additional instances throughout the portfolio.
Mr. Duncan. But you haven't really done ...a study of that yet?
Ms. Stasch. No.
Mr. Duncan. Okay.
Ms. Stasch. I understand your frustration, but we really are at the early stages of this. It's an enormous effort. I think there is much for us to learn about how to do this, but it's not something that we have to create from whole cloth. This is being done throughout the country by Mr. Duncan. You know that I have great respect for you, and I have said that on many occasions. But most of what we've heard today has been very general. We're looking for more specific infor- mation on almost all of these things before we can really get into it.
