The amounts of fuel shown in the tables of allowances are based on requirements for average con- ditions. In certain instances the full allowances given will be in excess of actual requirements, in which case only such quantities as are actually required will be issued. Where conditions require the issue of allowances in excess of that shown, authority must be obtained from the department commander or commanding general in the field.
The prescription in the foregoing tables to the effect that t...he allowances of fuel for heating purposes will be fixed by the co'mmanding general (or division com- mander) contemplates that the organizations are integral parts of a division on the march or in camp. Under other circumstances, the allowances for heating purposes should be fixed by the commanding officer. HARNESS MENDER.

The following allowances of materials for the repair and preservation of harness are prescribed in addition to those listed in note 33, as a part of the equip- ment of an escort wagon and ambulance: For each double set of quartermaster harness: 1 leather, harness, black, pound; T ^ rivets and burrs, copper, pound; 2 thread, saddler's, ounces; 2 wax, saddler's, ounces.
