What reading level is Taxation book?
To quickly assess the difficulty of the text, read a short excerpt:
This type of taxation is the most democratic: it is administered in the first instance by men 76 TAXATION appointed from among the taxpayers, who are able to judge of their work and are in a position to remove them if it is unsatisfactory. Varia- tions of this method result from a greater con- trol by central authority, until in particular states there is such control by the central gov- ernment through tax commissioners that the authority of the town can no longer be consid- ered primary. What... may be called the southern type has so advanced until the town yields to the county as the original unit. Here the assessors are no longer so well acquainted with the individual affairs of the citizens within their district, and the personal declarations given, with penalties attached, are of more importance. The ma- chinery of government is called upon to exert a more effective supervision over the raising of revenue and the sheriff and county courts have intimate relations with the tax system.
