When any officers called for aid from the States of Pennsylvania, York, or Jersey, &c., the supplies were furnished, and the persons who did it, either looked to the Congress in the first instance, for his pay ; or if the State made payment, they soon obtained through the Delegates, a resolve allowing them to deduct it from an existing requisition. By those means they avoided incurring a large debt for supplies on Con- tinental account, as we did in this State ; and are now free from the embarr...assments which we feel so heavily. Had Mr. H. done as others in the same station in our sister States, we might have had the same information, and have made the same prudent use of it as they did ; but our General Court knew nothing of such modes of getting relief, nor did our members in Congress know, that we were here making such advances on Continental account.
Both were kept in ignorance of what was passing, 3 34 through his neglect; whereas they ought both to have had a regular and full information of all that passed on their respective theatres, through his offi- cial agency, and being fully apprised of all that materially affected the interest of the State.
