It may be that for some time to come progress in regional town planning action will be slow in consequence of the existence of... a sub-current of feeling on the part of many of the smaller Local Authorities that their larger and more powerful neigh- bours may possess and exercise undue influence. But the leading members of these Local Authorities will make a great tactical blunder if, as a result of this feeling, they fail to come in at the earlier stages and take part in the movement for regional planning.
In this relation it should be clearly recognised by all smaller Local Authorities that a refusal to enter upon the task of preparing a town planning scheme does not necessarily mean that town planning powers will not be exercised over their areas.
