The general council is empowered to adopt whatever methods are necessary for insur- ing an honest election. The voting takes place during the week commencing the first Monday in September, and the polls are required to be kept open from seven-thirty until ten P. M. The recording secretaiy is required to notify all the members of the time and place of holding the election.
