In a subse- quent controversy arising later in the year in conse- quence of the adoption of a new state constitution, he declined to interfere on the ground that the le- gality of the state government was then under inves- tigation by Congress. In a message to Congress on this subject President Grant said: "The whole sub- ject of executive interference in the affairs of a state is repugnant to public opinion and the feelings of those who, from their official capacity, must be used in such interposition, and to him or those who must direct.
