By this plan every organization would be commanded by officers familiar with their tactical duties. With experienced officers in all grades from captain up ; with educated subalterns who had, to some extent, been trained to arms ; with experienced men for non-commissioned officers, and a leaven of old soldiers in every company, this would seem to be the best way of creating an effective in- fantry in a short time.
