The Lord Warden is to cause to be elected " from each of the Ports aforesaid, two Barons of the more discreet and "more sufficient, freely and indifferently, according to the form of the Statute " lately enacted and provided in our Parliament, and the form of a certain Writ " of ours directed to you in this behalf; and the names of the same Barons so to "be elected are to be inserted in certain indentures to be made thereof, between " you and those who shall be present at such election, although the persons so " to be elected shall be present or absent.
