After some Consideration & reflection, Fearing to Loose time seeing the despondency of the people, and the artfull Insinuations used By a number of Villians I took upon myself ( no Doubt presumptuously ) to Issue a Proclamation, relying it might have Effect upon some, & to Convince the Britains there was a Spirit & Determination to oppose.
