The revolutionary party, headed by Charles Rogier and Ducpetiaux, made repeated attempts to proclaim a provisional Government, but were thwarted by the firm attitude of the Committee, and of the two Barons d'Hoogvorst (Emanuel and Joseph), who possessed great influence with the respectable and well-to-do classes.
