The King's proclamation, when published on the 7th, was torn down by the mob. For some days a struggle went on between the moderate and the revolutionary parties within the town. Of these the first three were Liberals, the other Moderates; but Ligne, Ursel, and Secus declined to take any active part in the proceedings. The revolutionary party, headed by Charles Rogier and Ducpetiaux, made repeated attempts to proclaim a provisional Government, but were thwarted by the firm attitude of the Committee, and of the two Barons d'Hoogvorst (Emanuel and Joseph), who possessed great influence with the respectable and well-to-do classes.
