Another explanation is found in the advice given to General Howe and his brother, by General Charles Lee, while 14 the latter was a prisoner in New York. Lee made an exag- gerated statement to the Howes of the strength of the loyal sentiment in Pennsylvania, Maryland and Virginia, and he assured them that these three States could easily be pacified if they established themselves firmly at Annapolis, Alexandria and Philadelphia.
