Without wholly uncovering the main road to Richmond, he proposed to assemble his army at Oulpeper and from that point to hurl against Winchester a force which should not only capture the division which Mil'roy had incautiously assembled there, but should in addi- tion so threaten the northern states that the authorities would hasten to recall Hooker from the Rappahannock and direct him to defend the capital.
