15 These figures show that in the firs...t year of the opera- tion of the Act only three applications for Boards were re- fused, in the second year two, in the third year one, in the fourth year five, in the fifth year five. The table also shows that in the fourth and fifth years there were four failures each year to avert or end a strike after a Board had been appointed. That is to say, in 1910 and 1911 there were nine failures each year to effect settlements in disputes for which applications for Boards had been made, and for the period 1909-1912 eleven applications were refused and fifteen of the Boards granted failed to settle the disputes.
