Their belief found concrete expression in t...he Sweated Industries Bill, which passed 45 its second reading in the House of Commons on the 21st February, 1908, without a divi- sion. The aim and scope of the Bill are well set forth in the Memorandum which accom- panies it, which we proceed to quote in full: — " The object of this Bill is to provide for the establishment of Wages Boards with power to fix the minimum rate of wages to be paid to workers in particular trades. The Bill will apply in the first instance only to the trades specified in the schedule.
