On the same day the Mini...ster of the Interior directed a letter to the Secretary of the Treasury reciting this contract and direct- ing the payment of the one hundred thousand bolivars required to be paid in cash in accordance with the terms of the contract. This letter was duly honored by the Secretary of the Treasury, who INTRODUCTORY STATEMENT. 29 paid Mr. Olcott the first hundred thousand bolivars, and on its part the Orinoco Shipping and Trading Company, Limited, in good faith marked as settled and balanced upon the company's books of account its claim against the Venezuelan Government of $53 2 >996.85, above referred to.
